Transitional evaluation of study programme groups 2009-2012 

What is transitional evaluation?

During 2009 to 2012, the Ministry of Education and Research will implement the transition from former accreditation system, in which individual study programmes were accredited, to quality assessment of study programme groups. This period is called transitional evaluation. The conditions and the procedure for transitional evaluation (including the time schedule) are established by Directive of the Minister of Education and Research of 6 May 2009. EKKA Quality Assessment Council has laid down the requirements for the transitional evaluation and the procedure for its implementation.

There are all together 28 study programme groups:

1. Teacher training and educational science
2. Humanities (excluding theology)
3. Languages and cultures
4. Arts (fine arts, graphic and audiovisual arts, design, craft skills)
5. Performing arts
6. Theology
7. Journalism and information
8. Psychology
9. Social science (excluding psychology)
10. Law
11. Business and administration
12. Social services
13. Personal services
14. National defence
15. Public security
16. Life sciences
17. Environmental protection
18. Physical sciences
19. Informatics and information technology
20. Mathematics and statistics
21. Architecture and building
22. Engineering, manufacturing and technology
23. Agriculture, forestry and fishery
24. Veterinary
25. Medicine (including dental services)
26. Health care
27. Sports
28. Transport services

These groups are assessed from three aspects: quality, resources, and sustainability of studies.

Assessment of the quality of conducting studies is based on:

1)  national cooperation (membership of bodies for cooperation, and/or being parties to quality and cooperation agreements);
2)  accreditation decisions, including the action plan and the implementation thereof for eliminating deficiencies identified during previous accreditations;
3)  structure of study programmes of the first and second stage of higher education, the conformity of objectives and learning outcomes to learning outcomes of relevant stages established by the Standard of Higher Education;
4)  results of evaluation (research and development a Doctoral study is based upon).

Assessment of resources is based on:

1)   information about teaching staff and research staff (number of staff, qualifications, employment relationships, age ratios, etc.);
2)   international cooperation (the mobility of teaching staff and students);
3)   study environment;
4)   support services for students and teaching staff;
5)   IT resources and library holdings;
6)   financial resources.

Assessment of sustainability of conducting studies is based on:

1)     assessment of the quality of conducting studies;
2)     assessment of the sufficiency of resources;
3)     information about students (enrolled, graduates, age ratios, employment after graduation, etc.)
4)     objectives and action strategies of the educational institution.

EKKA has formed and EKKA Quality Assessment Council has approved the composition of expert committees for the assessment of all the 28 study programme groups.
